(Health Reimbursement Arrangements)

What are HRAs? Health Reimbursement Arrangements are Employer Funded Plans that reimburse Employees for incurred qualified medical expenses. Employer contributed funds are untaxed at the Employee level and tax deductible at the corporate level. The instrument is offered in conjunction with a High Deductible Health Plan (HDHP). The HRA reimburses for "medically necessary" expenses including co-pays, deductibles, office visits, vision care prescription and dental expenses.

With an HRA Employers have a variety of plan design options available. Before implementing the HRA features should be determined including: roll-over options, co-ordination with Flexible Spending Accounts (FSAs), funding allocations to each qualified Employee, what the plan will cover and restrictions. Once the plan is created and adopted, the Employer must distribute a Summary Plan Description (SPD) to all eligible Employees. The Employer has the right to alter the plan, the contribution to the plan, or to cancel the plan at any time. In spite of this, most Employees consider HRAs a valuable benefit.
