Program Administrators (PAs) occupy a unique niche in the Distribution and Administration of Insurance Plans and serve both the Carriers and the Retail Brokers (Retail Brokers defined as the parties that market to, and work with Employer Organizations).  While similar to the "H&L Wholesale Broker/MGA" and the "P&C Wholesale Broker/MGA" the PA concentrates on Specific Target Market Classes.  PAs work directly with the Carriers to create plans specific to the market  covering unique risk exposures.  As the "Insurance Journal" pointed out, "They must also be cognizant of market externalities (changing technologies, government regulations, etc.) that may have an impact on their policyholders."

The PAs generally have an in depth knowledge of the industries they work within, the Class, and assist the Carrier or Carriers in formulating plans to meet the specific needs of that market sector.  Rather than approaching  the Employer / Organizations in that market directly, the PAs reache out to the Retail  Brokers for exposure, to create one-on-one relations and to generate sales.

The PAs provide the Retail Broker complete turn-key back office support often with state-of-the-art technology.  The PAs become the bridge between the Carriers for opening specific markets and the retail Brokers assisting them in opening, and better serving, an often unapproachable target market for the Retail Broker.
