Third party Administrators (TPAs) are Organizations that can have a number of functions depending on the Benefit Plan Design (see Plan Designs).  These functions include: Flexible Spending Accounts, Self-Funded Plans, HRAs, HSAs, Retirement Plans, COBRA, Workers' Compensation, and Claims.  This can be viewed as an "outsourced" service.  Some TPAs operate as a unit of insurance companies, while most are independent.
