Worksite (Voluntary) Benefit Brokers are a reasonably new group of specialists in the Benefits Marketplace. They provide products and services within the "Worksite Environment" to Employers and Employees. The Worksite Brokerage Marketplace actually has at least four distinct sectors:

          1). Captives - Agents who represent one specific
            Worksite Insurance Carrier.
        2). Quasi-Captives - Brokers who are Independent
            Contractors (1099) but only represent one specific
            Worksite Carrier.
        3). Employee Benefit Specialists - Brokers who
             generally focus on Core benefits who also introduce
             Worksite Plans to offer Employer Groups and
             Employees added choice.
        4). Worksite Benefit Specialists - Brokers who
             concentrate on Worksite Benefit Plans, and
             services, for both the Employer market (and their
             Employees) and Core Benefit Brokers who need
             assistance in selecting the best-in-class of
             Worksite Plans and Carriers to meet their clients
             needs.

Because these plans are generally offered to the Employees at their own cost and discretion (Employers may contribute to the plans), a process of Education, Communication, Enrollment, and Data Management is essential for the success of the plan design and choices.
